Стратегическим условием устойчивого социально-экономического развития региона, безусловно, является формирование эффективной инновационной экономики. Солидаризируясь с мнением О.Ю. Мамедова, полагаем, что проблема формирования инновационной экономики состоит не столько в технологических изменениях, сколько в изменении принципов ее экономической организации.

The starting point for the development of a methodology for the formation of sustainable socio-economic development of the macroregion is the recognition as a priority goal of creating the capabilities and abilities of all its elements for innovative reproduction, which ensures the adaptation of production and economic activities to the needs of society. In this context, focusing on achieving the goals of sustainable socio-economic development of the macroregion involves the formation of such a spatial organization of reproduction in the macroregion that will provide access for all subjects of the Russian Federation as part of the macroregion and their population to sources of innovative development, the development in the real sector of the economy of highly productive, breakthrough innovations of new technological structures.
