Activity of government and self-government institutions in organising catering
in Nalchik District in 1914–1917

Abstract. With the outbreak of the First World War, the development of agriculture in the Nalchik District slowed down, and the district itself became a resource base for providing provisions to units of the active army. There has been a need on the part of authorities at various levels to intensify efforts to organize catering and provide food for both the civilian population and the active army. The article examines the measures taken by government and self-government institutions to organize catering in the district on the part of multi-level government agencies and local government. The activities related to the provision of food from the District Quartermaster Directorate, the Administration of the Special Meeting to discuss and combine food activities, the Stavropol-Tersky Department of Agriculture and State Property, the Nalchik District (specify the name) for the procurement of pork and lard for the needs of the active army are analyzed, The Congress of Trusted Rural Societies of Big and Small Kabarda and five mountain societies, the Kabardian Public Sum, the Nalchik Credit Partnership. A conclusion is drawn about a gradual strengthening of control on their part over the provision of food to the population and parts of the active army.
